There is the red line for those with items to declare and the green line for those who do not. Every time, I see a Korean traveler hesitating briefly at that fork. Inside the envelope in their hand, exchanged dollars and Vietnamese dong are mixed, and a vague hope lingers on their face, as if thinking, &quot;This should be enough.&quot;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the questions I am asked most frequently while living in Vietnam for 10 years lies right here: \u201cHow much in dollars can I bring in?\u201d The answer is simple, but I have personally witnessed many instances where people who crossed the green line without knowing that simple standard ended up being held up when trying to leave the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In particular, the penalty system will change starting July 1, 2026. This is why it is safer to report more conservatively than usual. This article is a practical guide that summarizes Vietnam&#039;s cash reporting standards and the key changes in the new decree all at once.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">What is the cash declaration threshold in Vietnam?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To summarize the key figures first, the thresholds are as follows: foreign currency exceeding US$5,000 and Vietnamese Dong exceeding 15 million VND; the same criteria apply to gold and precious metals. It is important to note that these three items are subject to separate standards. If you hold dollars, dong, and gold simultaneously, they must be evaluated separately for each category, not aggregated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, if you carry both $4,900 and 14 million VND, there is no reporting obligation as both are below the limit; however, even carrying just $5,001 makes you subject to reporting. Based on the exchange rate as of May 2026, 15 million VND is equivalent to approximately 850,000 KRW. You might think, &quot;It&#039;s in VND, so I probably won&#039;t carry a lot,&quot; but the moment you receive a large denomination at an exchange office, you quickly get carried away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Precious metals can also be a surprising trap. Not only gold bars, but also gold rings and necklaces exceeding a certain weight are subject to declaration. You should be aware that if you carry gold accessories purchased at a Korean duty-free shop without changing them, you may consider them mere &quot;jewelry,&quot; but customs may view them as &quot;precious metals subject to declaration.&quot;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The standard was first established by the State Bank of Vietnam in 1995 and refined through Circular 11\/2015\/TT-NHNN, and it is a figure that has been maintained for a long time. What has changed is the \u201cresult when exceeded.\u201d.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">What has changed since July? \u2014 Decree 169\/2026<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Decree 169\/2026\/ND-CP, effective July 1, 2026, overhauls the penalty system for violations of cash declaration regulations in Vietnam. The key point is that the maximum penalty for failure to declare upon departure is raised to 50 million VND.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the previous Decree 128\/2020\/ND-CP, the combined limit for entry and exit was approximately 20 million VND (about 1.1 million KRW). The new decree raises the cap to 50 million VND specifically for non-declaration upon departure. Based on the exchange rate as of May 2026, 50 million VND is approximately 2.7 million KRW or around 2,000 USD. This is by no means a light burden for a single Korean traveler to bear for a single instance of non-declaration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is a common misconception here: the idea that &quot;it is fine as long as I don&#039;t carry 50 million VND.&quot; However, the maximum fine is applied in stages depending on the size of the undeclared amount and the circumstances. In other words, if you are caught leaving the country with $10,000 without declaring it, you could face a fine close to the maximum limit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same standards apply to the failure to declare gold and precious metals. Cases of individuals being caught leaving Vietnam with gold received at events such as weddings or first birthday parties are repeated every year. Before passing the baggage claim area in the arrival hall, simply go to the red counter marked &quot;Customs Declaration&quot; and fill out the declaration form (T\u1edd khai h\u1ea3i quan). The form requires information such as the type of currency, amount, purpose of travel, and address of stay, and the staff will ask additional questions in English. It takes as little as 5 minutes, or at most 15 minutes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is precisely the point that surprises the most among the guests I have personally accompanied while traveling back and forth between Noi Bai and Tan Son Nhat airports hundreds of times over the past 10 years. The question, &quot;I declared it, but is it correct that I am not paying taxes?&quot; is almost always asked. The answer is the same. Even if the cash exceeds the limit, if it comes from a legitimate source, you simply declare it and pass through. A copy of the stamped declaration form can be used as proof of export within the same monetary limit when leaving the country, so it actually serves as a safeguard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem arises after simply passing the red line. The rate at which customs officers arbitrarily open bags is much higher than during immigration screening in Korea. By the time of detection, there is almost no room for excuses. It is not that declaring is a hassle; failing to declare creates a much more troublesome situation.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">3 Common Mistakes<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In cases I have observed firsthand, there are common, recurring mistakes. The following three occur particularly frequently among Korean travelers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first case involves failing to declare cash taken before leaving Korea upon entering Vietnam. Since there is no separate declaration procedure at Korean airports, there is a tendency to think, &quot;I just brought it along up to this point.&quot; However, Vietnamese customs applies the $5,000 and 15 million VND limits uniformly from the moment of entry. The fact that the cash was brought from Korea does not constitute grounds for exemption.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, there is the case where people carry both US dollars and Vietnamese dong and misunderstand the rule regarding the combined total. Many travelers exchange some money into dollars and others into dong at currency exchange offices, but the limits for each currency are separate. $4,800 + 14 million dong is safe as both are below the limit, but $5,500 + 12 million dong requires the dollar portion to be declared. You must remember that the amounts are assessed &quot;separately,&quot; not combined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Third, there are cases where individuals are unaware that precious metals are included. If you depart the country carrying gold bars purchased at Korean duty-free shops, gold bracelets received from family, or gold rings bought in Vietnam, customs standards differ even if you consider them &quot;just accessories.&quot; In particular, if caught at the time of departure, there is a possibility that heavier fines will be applied under the new enforcement decree.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">In conclusion \u2014 5 minutes of reporting guards the way to departure<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Declaring cash in Vietnam is ultimately a matter of simple arithmetic. You just need to keep three standards in mind\u2014$5,000, 15 million VND, and gold\u2014and board the plane. As the penalty for failing to declare outbound funds rises to approximately 2.7 million KRW starting in July, it is safer to be a step more conservative than usual and position yourself closer to the red line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to customs regulations, there are surprisingly many aspects of preparing for a trip to Vietnam that are easy to overlook. Organizing things like visa requirements, currency exchange timing, and insurance purchase dates all at once will reduce the chances of panicking right before departure.
